JOB SUMMARY
The Director of Human Resources exercises comprehensive oversight by strategically planning, organizing, and directing all Human Resources functions within the Authority. This encompasses various responsibilities such as managing the recruitment and selection process, overseeing classification and compensation, handling labor relations, managing employee benefits, and maintaining records—all in strict adherence to federal, state, and local laws and regulations. In the capacity of department head, the Director of Human Resources assumes the crucial role of providing strategic planning, setting direction, establishing goals and objectives, and shaping departmental policies, budgets, operations, and staffing.
ESSENTIAL JOB FUNCTIONS
Orchestrates the comprehensive management of human resources, overseeing vital functions such as talent acquisition, selection, placement, classification and compensation, employee benefits, workers compensation, labor relations, the drug and alcohol program and, records management. (What about payroll and training? Do they report up through the Director of HR?)
- Engages in collaboration with senior leadership to glean insights into business objectives and strategies to align employee relations, talent acquisition, retention, succession programs, and company culture to meet defined business goals.
- Effectively manages the Hurman Resources staff by prioritizing and assigning tasks, conducting performance evaluations, and strategically implementing training and succession planning programs.
- Collaborates with the Compliance Officer to meticulously monitor employment terms and conditions, ensuring strict compliance with state and federal laws.
- Monitors operations and administrative personnel to ensure strict adherence to the Authority’s policies, rules and regulations. Makes hiring, disciplinary and termination decisions in accordance with the Authority’s policies, labor agreements, and federal, state, and local laws and regulations.
- Engages in effective communication with attorneys, union officials, insurance representatives, vendors, business leaders, and representatives of public, community, and regulatory agencies for the exchange of crucial information and reports.
- Collaborates with the Compliance Officer to resolve issues related to employment, grievances, complaints, claims, and lawsuits fairly and in compliance with federal, state, and local laws and regulations.
- Effectively oversees the labor relations program, fostering a positive and strengthened relationship between employees and the Authority.
- Directs the preparation, maintenance, and distribution of records, reports, statistics, and other materials for the Authority’s use, as well as for use by federal, state and local authorities, as required.
- Develops the annual department budget, meticulously monitoring and approving expenditures in alignment with the Authority’s policies and principles.
- Collaborates seamlessly with Directors and C-Suite executives to evaluate and pinpoint training requirements for their teams. Strives to establish effective succession plans that foster employee growth, ensuring a stable and prosperous future for the Authority.
- Ensures the implementation of compliance audits, examining at least five (5) percent of the personnel records on a quarterly basis.
- Serves as the Authority’s Health Insurance Portability and Accountability Act of 1996 (HIPPA) Officer, ensuring the confidentiality of all medical-related information of employees possessed or residing within the Authority’s facilities.
- Undertakes additional duties of a similar nature and level, as assigned.
SUPERVISORY RESPONSIBILITIESThe Director of Human Resources will assume responsibility for supervising the daily, monthly, quarterly, and annual goals and activities for the following positions: Benefits Administrator, Human Resources Generalist, Senior Human Resources Business Partner, and Talent Acquisition Specialist.
MINIMUM QUALIFICATIONS
Education:Bachelor’s Degree in Human Resources Management or related field of study.
Experience:
- Ten or more progressive years of experience in Human Resources or a related field.
- 5 or more years of supervisory experience required.
- 3 or more years of experience in public transportation or related field.
- 1-2 years of union negotiation and contract management experience required.
- SHRM membership required; PHR or SPHR strongly preferred.
- Change management experience preferred.

Pay: $95,000.00 - $115,000.00 per year
