Director of Human Resources
The Rochester School District is seeking an experienced Human Resources professional. The preferred candidate will have a strong background in Human Resources, preferably with a certification in the area of Human Resources.
Experience with Frontline, File Maker, and Database Management, Department of Education - Alternative Certifications, Understanding of Americans with Disability Act
This position will attend School Board Committee meetings - (typically one evening per month)
$85,000 - $95,000/Yearly
TITLE: Human Resource Director
QUALIFICATIONS
1. Bachelor’s Degree in human resources, public administration or
related field preferred; three to five years of personnel administration
experience or an equivalent combination of education and experience.
2. Ability to communicate and work effectively with administration, staff,
applicants, and community members.
3. Experience with Excel and database programs.
4. Must have strong background in business correspondence.
5. Must be able to work well independently under pressure in a fast
paced environment.
6. Must be flexible.
7. Knowledgeable in equity, diversity, and inclusion strategies.
7. Ability to maintain confidentiality.
8. Other qualifications as may be deemed essential for successful performance in the position.
REPORTS TO: Superintendent of Schools, or designee
JOB GOAL:
The Human Resource Director will manage and participate in the planning and directing of procedures, goals, and objectives among staff in a collaborative process for an efficient workforce while supporting the administration of personnel policies and the needs of the employee. The Director of Human Resources is responsible for ensuring legal compliance and implementing a talent strategy that serves the district’s mission and vision.
PERFORMANCE RESPONSIBILITIES:
1. Develop and implement internal human resources policies and procedures.
2. Responsible for personnel records of all staff, certified and non-certified, and the hiring process of all new personnel.
3. Compile data for and prepare a variety of records, reports and recommendations as required by
individual schools, the district, or the state.
5. Review and update employee rules and regulations.
6. Maintain the human resources information system and employee databases.
7. Coordinate the ADA employee program and manages employee health/accommodation requests
for the purpose of ensuring a healthy workforce is available to the district.
8. Create an atmosphere of trust and mutual respect, maintaining open channels of communication to
and from staff.
9. Collaborates with the district negotiation team at the discretion of the Superintendent and collects
data from surrounding school districts.
10. Advise the Superintendent on a variety of employment topics/concerns.
11. Works with Superintendent to certify classifications and salaries to the Bookkeeping Department.
12. Direct overall substitute teaching program for the purpose of ensuring adequate teachers are avail-
able on a daily basis.
13. Directs recruitment functions (e.g. development of application, policies, procedures, training,
orientations) for the purpose of ensuring that selection procedures comply with applicable federal
and state regulations.
14. Supervises personnel record-keeping procedures for the purpose of personnel processes are in
compliance with district, state and federal requirements.
15. Prepares a wide variety of written materials (e.g. reports, memos, letters, policies, etc.) for the
purpose of documenting activities, providing written reference, and/or conveying information.
16. Maintains and monitors position control for the district for the purpose of ensuring FTE allocation
are within the district budget allocations.
17. Responsible for supervision and evaluation of the Human Resource Secretary.
18. Responsible for the fingerprinting process.
19. Responsible for course and workshop reimbursements and processing of payment to bookkeeping.
20. Responsible to work with the teachers, principals, Assistant Superintendent, and Superintendent to assure the concept and practice appropriate to provide the professional growth of the staff; also serves as manager for the Professional Development Committee.
21. Responsible for all administrative and teacher activities that pertain to their re-certification.
22. Responsible for maintaining Personnel Committee Agenda and recording minutes of Personnel Committee.
23. Prepares correspondence and answers inquiries.
24. Other duties as assigned by Superintendent of Schools.
