The incumbent in this position will be responsible for leading staff to provide timely advice, coaching, and assistance to management on progressive discipline matters, legal implications and risks, union contract and other labor relations issues. Coaches the team in the selection and application of appropriate problem-solving methods and techniques and provides advice on work methods. Articulates and communicates assignments to the teams, projects, problems to be solved, actionable events, milestones and program issues under review, and deadlines and time frames for completion.

Duties and Responsibilities
Serves as the labor and employee relations expert in specific areas of focus which may include, but is not limited to, one or more of the following: discipline position statements EEOC, harassment, discrimination, organizational change, HR data integrity and metrics reporting, and performance management. Recommends corrections and improvements in identified areas and assist in the implementation of solutions. Receives, reviews and provides comments, guidance and suggestions to supervisors in the resolution of employee perforrnance and conduct issues. Provides advice and guidance to managers to address employee performance and conduct issues, including guidance, review and approval of corrective actions involving: performance improvement plans, formal counseling and warnings, and proposals for termination.
Reviews the work of lower grade human resources professionals and coach team members in policy implementation and problem solving methods and techniques. Reviews work products to ensure quality, consistency, adherence to District and Federal regulations/guidance along with relevant case law. Assists the Office of General Counsel to negotiate, defend, and justify DHS actions, policies, processes, and procedures with the Department of Human Resources (DCHR), Office of Employee Appeals (OEA), Office of Human Rights (OHR) and Office of Administrative Hearings (OAH). Investigates internal complaints regarding fair treatment and compliance with District laws and Agency policies.
Qualifications and Education
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:
- Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
- Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
- Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
- Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
- Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.
