ESSENTIAL FUNCTIONS:
1) Perform special projects and conduct research; oversee the collection and reporting of employment data for Human Resources metrics such as attendance, sick leave use and abuse, turnover, employee efficiency and labor costing; conduct and take part in wage/benefit surveys and public information requests; direct and assist with the maintenance of the Board's human resources systems such as the employee compensation plan, position descriptions, personnel policies and performance evaluations. develop talent management program for attraction and retention.
2) Participate in the advertising, evaluation, negotiation, and selection of benefit providers for medical, dental, and life insurance.
3) Assist on matters involving collective bargaining (e.g., contract negotiation, interpretation of agreement terms, pay classifications, assignments, grievances, or employee complaints, etc.); participate as a member of the management team in collective bargaining negotiation; provide administrative support, data analysis and recommendations in preparation for bargaining sessions.
4) Schedule, lead, coordinate and/or conduct the training of employees on human resources-related topics including but not limited to discriminatory harassment, hostile work environment, diversity, and other relevant topics.
5) Conduct or oversee disciplinary investigations as needed, including interviewing witnesses and preparing documentation; coordinate and participate in the pre-disciplinary hearing process; monitor compliance with disciplinary decisions; provide advice and consultation to other departments and elected officials on disciplinary issues.
6) Perform functions of the Human Resources Director on an interim, temporary, or as needed basis either upon request or in the absence of the Human Resources Director.
7) Meet all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
REQUIRED QUALIFICATIONS:
- Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field; and
- Three (3) years’ experience in human resources, personnel or related field; or
- Any combination of education, experience and/or training equivalent to the stated minimum qualifications.

Pay: $82,318.08 - $119,361.22 per year
