Essential Duties and Responsibilities
The Foster Care Recruiter is responsible for the recruitment strategy and results pertaining to the the recruitment of foster parents for the child welfare system in Hillsborough County.
Development and implementation of an aggressive recruitment and marketing plan to connect with potential foster parents and community services partners to promote the agency’s foster care program
Participate in a widespread campaign to recruit foster families, including generalized and targeted recruitment
Establishment of benchmarks and ongoing tracking of progress with an evaluation component to be monitored on a monthly and quarterly basis
Work collaboratively with the Children’s Network of Hillsborough licensing team and contracted providers to support families in need of additional resources to support placement stability, family/caregiver resiliency, siblings being placed together, and trauma sensitive care resources in serving children
Increase overall retention and caregiver satisfaction by providing interventions and linkages as needed to support families as needed, reducing frustration related to system navigation and meeting the needs of the children in the home
Attendance to local and statewide licensing meetings and training, representing Hillsborough County caregivers and providing feedback and information to the system leaders and constituents as needed
As requested, will attend partnership forums and foster parent committee meetings
Maintain database systems used in the agency and required systems with our partners
Work within the agency’s foster care program and ensure adherence to agency policies, procedures, and protocols
Performs other duties as assigned
Qualifications

Knowledge of human relations, family dynamics and interviewing skills and the ability to communicate with people from all walks of life

Ability to work a flexible schedule, including nighttime and weekends as needed and required

Working Hours
CNH’s work week is Monday through Friday, 40 hours per week. Your supervisor will advise you of your work hours; however, business office hours are 8:00 am to 5:00 pm.
Travel
Travel in and outside of Circuit 13 (Hillsborough County) is required.
Supervisory Responsibilities
This position does not have supervisory responsibilities
Education and Experience
Bachelor’s degree preferred, A.A. degree required. Foster care experience preferred.
Skills and Abilities
Must be able to operate standard modern office machinery, including fax, telephone, calculator, computer, scanner, printer, copier, and mail machine. Minimum typing speed of 50 wpm; excellent word processing skills. Must be competent with Microsoft Office Suite programs, including Word, Excel, Power Point, Access, Publisher, and Outlook. Must be competent with basic e-mail protocol and procedures including sending, receiving, replying, attachments, and meeting scheduling; excellent written and oral communication skills; effective listening skills; ability to work as a team member, and the ability to work in a multi-cultural environment. Must have a basic understanding of social media platforms. Must possess excellent organizational skills and abide by the highest standards of confidentiality.

Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, other employees, and the general public. Ability to speak effectively before groups of customers or employees.
Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, percentages, ability to draw and interpret bar graphs.
Reasoning Ability
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to be proactive, as well as handle problems involving several concrete variables in standardized situations.
