Reporting to the Chief Operating Officer, oversee a comprehensive human resources program for the Health Plan of San Mateo (HPSM) that includes the provision of human resources services to management and staff in the areas of staffing, performance management, benefits, employee relations, payroll, personnel, training, performance appraisal monitoring, compensation, and compliance with employment laws.
Position overview
- Direct human resources functions, including Talent Acquisition and Employee Relations, to achieve organizational priorities including: fostering a diverse and highly effective workforce; maintaining equitable policies and practices; ensuring organizational compliance with laws, regulations, policies and procedures; conducting effective employee recruiting and retention; and ensuring consistent and impactful performance management, including disciplinary action.
- Conduct planning on a multi-year basis to achieve departmental goals, identify trends in employment law or industry practices, and implement changes to protect the organization from risks and follow industry best practices.
- Oversee front-line talent acquisition efforts through the development of hiring plans, recruitment marketing, candidate sourcing, and participation in community job/career fairs.
- Oversee an equitable and effective compensation program, through periodic quantitative and qualitative assessments, and through ongoing process improvements. This includes:
- Oversee the collection, maintenance, and analysis of payroll/personnel information and data; prepare a variety of specialized reports and information on a scheduled and as requested basis. Utilize HRIS as appropriate.
- Under the guidance of the COO, manage all job classification and compensation activities
- Provide recommendations on employee salary and benefits packages to ensure HPSM remains competitive in the job market.
- Oversee processes to ensure employment documentation is consistent and meets quality standards, including examples such as job descriptions, offer letters, performance management documentation, and other HR forms.
- Oversee and assist managers and supervisors in developing and maintaining fair and equitable job performance standards; conducting performance management activities consistently, fairly, and effectively; and completing consistent performance evaluations in a timely manner.
- Collaborate with the Compliance department and staff across the organization to ensure HPSM’s code of conduct and policies are upheld, including conducting and documenting investigations into potential issues when appropriate; ensure appropriate confidentiality of employee relations data and findings.
- In collaboration with the Learning and Development department, design, implement, regularly evaluate, and enhance programs to support managerial staff across the organization on capabilities including: staff engagement; performance management; creating inclusive team environments that encourage open dialogue and communication; and resource planning for current and future staffing needs.
- Oversee all aspects of new employee onboarding related to benefits, employee relations, employee code of conduct human resources policies; collaborate with the Learning and Development, IT, and Administrative Services departments to ensure that new hires are welcomed, inspired, and provided with the appropriate resources they need for success at HPSM.
- In conjunction with the Finance Department, manage the employee payroll processing system and ensure the accuracy and completeness of payroll/personnel related information.
- Continuously monitor and update HPSM policies and procedures related to Human Resources activities, including achieving compliance with employment law and regulatory standards such as NCQA.
- Provide supervision of Human Resources staff, including Employee Relations and Talent Acquisition personnel. Foster a collaborative team environment and accomplish staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and implementing corrective action steps when necessary; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards. Complete performance evaluations in a timely manner.
Secondary Functions:
- Oversee the contract performance of relevant outside consultants providing specialized human resources studies, surveys, and/or training.
- Professionally represent department and/or HPSM in internal and external meetings. May include state-wide committees and/or meetings with groups such as the California Association of Health Plans (CAHP) or Local Health Plans of California (LHPC).
- Perform other duties as assigned.
Requirements

Education and experience
- Bachelor’s degree in human resources, business or a related field.
- Five (5) years’ management experience in human resources operations.
- Experience in a managed care or related health care field preferred.

Salary and benefits
The starting salary range is $141,188-$186,774 per year, depending on the candidate’s work experience.
